"A partir do envolvimento do governo brasileiro no debate internacional sobre 'Mecanismos Financeiros Inovadores', no âmbito da Ação contra a Fome e a Pobreza -- lançada pelo presidente Lula, com seus colegas da França e do Chile, na Assembleia-Geral da Organização das Nações Unidas (ONU) em setembro de 2004 --, a defesa da taxação de fluxos financeiros tornou-se tema da política externa brasileira. No âmbito do Ministério das Relações Exteriores (MRE), criou-se uma Coordenação-Geral de Ações Internacionais de Combate à Fome (CGFome) específica para tratar dos 'Mecanismos Inovadores para Financiar o Desenvolvimento', em estreita relação com os ministérios envolvidos, por meio das assessorias internacionais. Dessa iniciativa, surgiu em 2006 o chamado 'Grupo Piloto', já com número maior de países e envolvendo agências da ONU e entidades da sociedade civil, para acompanhar a implementação das ações -- como o financiamento da Central de Compra de Medicamentos (UNITAID) para aquisição de fármacos contra HIV/AIDS, tuberculose e malária, a fim de atender à demanda nos países mais pobres.
