    Series Statement: Policy Notes
    Content: This set of policy notes is intended to provide suggestions to the new Government on policy actions for addressing the various economic and social challenges that Moldova faces. Economic and social policy issues are the focus of this document. The notes have been prepared in the context of the current economic crisis, with short-term priorities and suggestions for immediate policy actions highlighted. This guidance for responding to the current crisis is followed by a medium-term agenda, which outlines possible policy measures for the longer term to promote and support sustainable development. However, it must be noted, that acting on these policy notes effectively will only be possible in a political climate of consensus in which the wounds left by the post-election conflict are allowed to heal. This will need reaffirmation of Moldova's citizens' basic human and civil rights. However, the global economic crisis has significantly clouded Moldova's immediate outlook. In addition, due to the global economic crisis, the economy of the Transnistria region has collapsed. Russia is now paying the civil service wage bill and pensions. An important contribution to the reintegration of the region would be for the Government of Moldova to assist in mitigating the impact of the crisis on the poor in Transnistria

    Content: En los últimos años, América Latina y el Caribe muestra un crecimiento económico importante que ha derivado en una mejora de las condiciones económicas y sociales. Sin embargo, ello ha tenido también efectos colaterales negativos, tales como una mayor contaminación atmosférica en las áreas urbanas y un deterioro importante de diversos activos naturales, como los recursos no renovables, el agua y los bosques. Además, se observan economías y sociedades con una alta vulnerabilidad ante cualquier tipo de impactos adversos, tales como los efectos climáticos, y con una matriz productiva y de consumo aún proclive a presentar altos niveles de emisiones de carbono. Ese conjunto de factores llega al punto de erosionar las propias bases de sustentación del actual dinamismo económico. América Latina y el Caribe deberá transitar en los próximos años hacia un desarrollo sostenible que preserve para las generaciones futuras los activos económicos, sociales y naturales. Esa meta deberá lograrse en el marco de un crecimiento económico con mayor igualdad e inclusión social, en una senda de crecimiento con bajas emisiones de carbono. En ese sentido, el desafío del cambio climático es también el desafío del desarrollo sostenible, y su solución requiere alcanzar un acuerdo global en que se reconozcan las asimetrías y paradojas del problema.

    Content: The robust growth of Latin American and Caribbean economies in recent years has led to an improvement in economic and social conditions in the region. It has also had collateral negative effects, however, such as more air pollution in urban areas and a serious deterioration of various natural assets, including non-renewable resources, water resources and forests. There are economies and societies within the region that are highly vulnerable to all sorts of adverse impacts of climate change, and whose production structures and consumption patterns still tend to leave a large carbon footprint. This situation has reached the point of undermining the foundations of the region’s economic buoyancy. Latin America and the Caribbean therefore needs to make the transition in the years to come towards a sustainable form of development that will preserve its economic, social and natural assets for future generations and leave them with a legacy of a more equal, more socially inclusive, low-carbon form of economic growth. Viewed from this standpoint, the climate change challenge is also a sustainable development challenge, and if it is to be addressed successfully, a global consensus that recognizes the asymmetries and paradoxes of the problem will have to be reached..

    Content: The Government of Cambodia, as well as donors, is increasingly recognizing the importance of addressing gender issues in poverty reduction strategies and development goals in order to promote sustainable development for women and for the whole population. Gender disparities in access to and control of a wide range of human, economic and social resources and opportunities must be eliminated if Cambodia is to reduce poverty. The need to engender the process and outcomes of development strategy formulation and the identification of development goals, targets and indicators requires a comprehensive gender mainstreaming strategy. The State plays a central role in the promotion of gender equality. Thus, a significant commitment from government agencies across sectors and at all levels is needed to examine and revise agency policies and practices to address gender inequality. This report assesses the gender "terrain" in Cambodia. The assessment is based on a review of existing information from government, donor and non-governmental organization (NGO) sources and also from extensive consultations with various stakeholders. Limited original analysis was carried out for this assessment and there are several areas, such as changing gender relations and issues affecting men, which have not been covered due to lack of information or time.
