Im einzelnen analysiert der Autor die syrischen Beziehungen zu den Staaten der Levante - Jordanien, Libanon, Palästina -, die Position Syriens gegenüber Israel sowie die außenpolitischen Interessen im Hinblick auf den Irak und Iran. Drei Ereignisse erschütterten die außenpolitischen Interessen Syriens 1988: der iranisch-irakische Friedensschluß stärkte Saddams Führungsanspruch; die Schwächung der syrischen Position im Libanon in den Querelen um die Nachfolge Gemayels; und die Erfolge Arafats auf dem Palästinensischen Nationalkongreß, die zur Hinwendung von Syrien unterstützter radikalerer Gruppen zur moderateren Politik Arafats führten.
