Der Aufsatz untersucht anhand von Beispielen aus anderen Mitgliedstaaten der Europäischen Union, wie sich staatliche Sozial- und Steuerpolitik und sozialpartnerschaftliche Tarifpolitik, insbesondere zu Löhnen und Arbeitszeiten, koordinieren lassen, um beschäftigungspolitisch erwünschte Veränderungen am Arbeitsmarkt zu erzielen. So zeigen die ausländischen Erfahrungen, daß der flexible Übergang in verschiedene Formen der Erwerbstätigkeit durch die Ergänzung staatlicher und tariflicher Reformen erleichtert werden kann. Es wird deutlich gemacht, daß drei Arten von Austauschbeziehungen zwischen staatlichem und sozialpartnerschaftlichem Handeln bestehen können: komplementäre Regelungen zu einem Thema, Paketlösungen unter Belohnung oder Anregung sozialpartnerschaftlicher Maßnahmen durch die staatliche Seite und schließlich sozialpartnerschaftliches Handeln als Reaktion auf eine staatliche Intervention bzw.
