Die OSZE feiert den 30sten Jahrestag der Unterzeichnung der KSZE-Schlussakte von Helsinki (1. August 1975)mit der der Grundstein zur Institutionalisierung der KSZE und der 1995 erfolgten Umwandlung zur OSZE gelegt worden war.Dieser Prozess war von Anfang an untrennbar mit der Kultur des politischen Dialogs gleichberechtigter Staaten verbunden, die zum Ausgangspunkt für die Überwindung des Ost-West-Konflikts wurde. Das KSZE/OSZE-Konzept der umfassenden Sicherheit erwies sich in den Bereichen Abrüstung/Rüstungskontrolle, Konfliktprävention, friedliche Streitbeilegung und in den letzten Jahren auch Terrorismusbekämpfung als äußerst erfolgreicher Beitrag zur internationalen Sicherheit. Als nicht weniger sicherheitsrelevant galten und gelten die Situation der Menschen- und Bürgerrechte sowie die Wirtschafts-, Lebens- und Umweltbedingungen innerhalb der einzelner Mitgliedsländer der KSZE/OSZE. Beiträge zur Verbesserung der Stellung und der Rechtslage von (Minderheits) Bevölkerungsgruppen und Individuen gemäß den im Helsinki Schlussdokument vereinbarten Grundsätzen sind vornehmlich Aufgabe der OSZE-Feldmissionen und spezieller OSZE-Einrichtungen wie dem Büro für demokratische Institutionen und Menschenrechte, dem Hohen Kommissar für nationale Minderheiten und dem Beauftragten für die Freiheit der Medien. The OSCE celebrates the 30th anniversary of the signing of the Helsinki Final Act (1 August 1975), which laid the foundation for the institutionalization of the CSCE and its transformation into OSCE in 1995. From the very beginning, this process had been inseparably connected to the culture of political dialogue between equal states, and would become the starting point for overcoming the East-West-conflict. The CSCE/OSCE concept of comprehensive security proved to be a success in the areas of disarmament, conflict prevention, peaceful settlement of disputes and - during the last years - in the fight against terrorism a remarkable contribution to international security. The state of human and civil-rights affairs and the economic, living and environmental conditions within each of the CSCE/OSCE participating States were and are still regarded as highly relevant to international security. Contributions to the improvement of the social and legal situation of (minority) groups and individuals - according to the principles of the Helsinki Final Act - are, first of all, the task of OSCE field missions and special OSCE institutions such as the Office for Democratic Institutions and Human Rights, the High Commissioner on National Minorities and the OSCE Representative on Freedom of the Media.
