Niedrigschwellige Soziale Arbeit wendet sich an besonders benachteiligte Personen, wie z.B. Wohnungslose, Menschen mit hoher Überschuldungsintensität oder Drogenabhängige, die einerseits in besonderer Weise auf Hilfen angewiesen sind und andererseits durch die herkömmlichen höherschwelligen Angebote und Maßnahmen nicht (mehr) erreicht werden. Das Ziel niedrigschwelliger Sozialer Arbeit besteht deshalb darin, Hilfsangebote so zu gestalten, dass keine – allenfalls sehr geringe – Hürden die Inanspruchnahme und Nutzung der Hilfsangebote einschränken. Die Nutzung soll z.B. freiwillig erfolgen. Jede*r Hilfsbedürftige soll sich die Angebote finanziell leisten können. Lange Wege und Wartezeiten sollen vermieden und die Sozialarbeiter*innen für alle Zielgruppen sowie für (fast) alle ihre Sorgen und Nöte offen sein. In unserer qualitativen Studie mit Nutzenden niedrigschwelliger Hilfen haben wir für ausgewählte Bereiche untersucht, ob und inwieweit die mit Niedrigschwelligkeit verbundenen Ansprüche in die Praxis der Sozialen Arbeit umgesetzt sind. Im Ergebnis zeigt unsere Studie, dass der Zugang zu den Hilfsangeboten und ihre Nutzung durch eine Vielzahl von Hürden erschwert ist. Niedrigschwellige Soziale Arbeit ist nach unseren Befunden eine Illusion.
