Kommunizieren Führungskräfte und Belegschaft öffentlicher Organisationen anders als die privater Unternehmen? Kann man das Wissen über diese Besonderheiten in Veränderungsprozessen gezielt nutzen? Angesichts der Debatte um das (New) Public Management und der zentralen Bedeutung von Kommunikation in Veränderungsprozessen sind diese Fragen relevant, wurden in der Literatur jedoch nur unzureichend behandelt. In dieser empirischen Arbeit nutzt Bettina Fackelmann die Ergebnisse einer Fallanalyse, welche zwei – in ihren Kulturen sehr gegensätzliche – Berliner Bezirksämter im Zuge der landesweiten Fusion vergleicht. Ihre Ergebnisse zeigen auf, welche Pole interner Kommunikationskultur in öffentlichen Organisationen ablesbar sind. Die luhmannschen Medienbegriffe Sinn und Macht wurden durch ihre Analyse bestätigt. Die Ambivalenz der Macht der Führungskräfte wie auch der politischen Weisungsgeber trägt entscheidend dazu bei, ob die interne Kommunikation wahlweise produktiven Sinn im Sinne funktionierender Prozesse oder aber Sinnvakuen und Leerläufe in Organisationen befördert. Eine intelligent gesteuerte partizipative Führungskultur befördert eine konstruktive Kommunikation in der Organisation, kann sogar Innovationen und damit dauerhaft Veränderungsprozesse unterstützen. Voraussetzung ist der Wandel von heldenhaft autokratischen zu bewusst ambivalenten Führungskräften. Auf dieser Basis wurden eine Reihe von Empfehlungen abgeleitet – die jedes öffentliche System für sich so verfolgen mag, wie es ihm sinnvoll und anschlussfähig erscheint. Quelle: Klappentext.
