Offene Briefe, herausgegeben von einem COMITÉ DE PUBLICATION mit Sitz in Paris, das aus 15 oben im Titelkopf aufgeführten Persönlichkeiten des öffentlichen Lebens in Frankreich, meist Mitgliedern der Académie française oder der Universität Paris, besteht, Präsident war Ernest Lavisse, Sekretär Émile Durkheim. Die Briefe sind gerichtet an alle Franzosen, sicher aber insbesondere an die in den von den Deutschen besetzten Gebieten, dort meist mit der Post, mit Granaten oder mit dem Flugzeug verbreitet, wie Fundnotizen und Abwurfspuren zeigen. In den Briefen behandeln die Herausgeber und andere Autoren als Fachleute Themen, die nach der verlustreichen Herbstschlacht im Artois und der Champagne 1915, vor und während der Schlacht um Verdun (21.2.1916-21.7.1916) für alle Franzosen von existenzieller Bedeutung waren: Kriegsziele, militärische Stärken und Schwächen der Franzosen, ihrer Verbündeten und ihrer Gegner.
