Die vorliegende Studie gliedert sich in vier Teile. Im ersten Teil ("Vorgeschichte") werden die strategischen Grundlagen anhand der zwischen 1948 - 1950 entworfenen Denkschriften ehemaliger Offiziere dargestellt. Im zweiten Teil ("Entwickeln") wird gezeigt, mit welchen strategischen Vorstellungen die deutschen Offiziere den NATO-Beitritt vollzogen, mit welchen Vorgaben sie konfrontiert wurden bzw wie sie sich mit diesen Bedingungen arrangierten. Bis 1962 erstreckte sich eine Phase der strategischen Entwicklung, innerhalb derer die deutschen Offiziere aufgrund der ersten Kenntnisse der Nuklearwaffen ihre strategischen Perspektiven verändern und im weiteren Verlauf eine Möglichkeit finden mussten, die Atomwaffen in ihre durch Bündnisinteressen und nationale Interessen bestimmten strategischen Konzepte einzubauen. Der dritte Teil ("Beharren") beschäftigt sich mit mit der deutschen Reaktion auf die zuerst von Secretary of Defense Robert S McNamara vorgebrachten amerikanischen Absichten, die bestehende NATO-Strategiedoktrin der massiven Vergeltung (Massive Retaliation) durch die flexible Reaktion (Flexible Response) abzulösen. Der vierte Abschnitt ("Wandeln") behandelt die strategischen Veränderungen im deutschen Strategiekonzept von 1965 bis 1967. Es zeigt sich im zunehmenden Maße, wie Bonn Washington in seiner Forderung nach einer Strategie der Flexible Response entgegenkam, es allerdings nicht versäumte, nationale Interessen einzubringen und durchzusetzen. Es handelte sich hierbei um eine bewusste und eigenständige Revision strategischer Grundpositionen und nicht um opportunistische Veränderungen im Sinne der NATO-Hegemonialmacht USA.(MOD)
