Die Autoren untersuchen detailliert die regionale Entwicklung des politischen Parteiensystems in Rußland am Beispiel des Gebiets Sverdlovsk (case study) und arbeiten gleichzeitig in vergleichender Perspektive die Besonderheiten des dortigen Parteiensystems heraus (deviant study). Die im russischen Maßstab ausgeprägte Entwicklung des Sverdlovsker Parteiensystems erklärt sich ihrer Ansicht nach vor allem aus dem Vorhandensein folgender Faktoren: (1) eines innerhalb der regionalen Elite stattfindenden Konflikts, (2) der Teilnahme der politischen Kontrahenten an den Regionalwahlen, (3) der Instrumentalisierung der politischen Parteien für die Austragung dieses Konflikts und (4) der Unmöglichkeit, den innerhalb der Elite bestehenden Konflikt nach dem Prinzip des Nullsummenspiels auszutragen. Das Zusammentreffen dieser Faktoren ergibt im Falle des Sverdlovsker Gebiets eine politische Konstellation, wie sie in dieser Form in anderen russischen Regionen nicht anzutreffen ist, und hat daher im Hinblick auf das Parteiensystem zu einer Regionalentwicklung sui generis geführt.
