    Content: The introductory essay by Richard J. Gilbert, Edward P. Kahn, and David Newbery synthesizes individual country studies. In any regulatory system, the government must bargain with investors and consumers to satisfy conflicting interests. The opacity of information about cost constrains this process. Governments also impose multiple political and economic objectives on the electricity industry, which further obscures cost conditions. Privatization and deregulation tend to reverse these effects. Few countries, however, have managed to sustain private ownership in the long run

Alle Kapitel sind hervorragend bebildert, enthalten viele Schritt-für-Schritt-Anleitungen und bemaßte Skizzen zu den Projekten. Allerdings ist der sorgfältig gestaltete Titel zwar ausführlicher aber doppelt so teuer wie das "Werkbuch Holz" (BA 8/05), zudem ist die ähnlich umfangreiche Preissensation "Holz" (Jordi Vigué: BA 10/05) auch noch lieferbar.     Content: A proposal for moving from price-centric to innovation-centric competition policy, reviewing theory and evidence on economic incentives for innovation. Competition policy and antitrust enforcement have traditionally focused on prices rather than innovation. Economic theory shows the ways that price competition benefits consumers; and courts, antitrust agencies, and economists have developed tools for the quantitative evaluation of price impacts. Antitrust law does not preclude interventions to encourage innovation, but over time the interpretation of the laws has raised obstacles to enforcement policies for innovation. In this book, economist Richard Gilbert proposes a shift from price-centric to innovation-centric competition policy. Antitrust enforcement should be concerned with protecting incentives for innovation and preserving opportunities for dynamic, rather than static, competition. In a high-technology economy, Gilbert argues, innovation matters. Gilbert considers both theory and available empirical evidence on the relationships among market structure, firm behavior, and the production of new products and services. He reviews the distinctive features of the high-tech economy and why current analytical tools used by antitrust enforcers aren't up to the task of assessing innovation concerns. He considers, from the perspective of innovation competition, Kenneth Arrow's “replacement effect” and the Schumpeterian theory of market power and appropriation; discusses the effect of mergers on innovation and future price competition; and reviews the empirical literature on competition, mergers, and innovation. He describes examples of merger enforcement by US and European antitrust agencies; examines cases brought against Microsoft and Google; and discusses the risks and benefits of interoperability standards. Finally, he offers recommendations for competition policy

    Content: This chapter discusses the difference between determinants of barriers to the mobility of capital and the welfare implications of entry and exit. The first task is confined for identifying situations in which a firm that is established in an industry benefits because of its incumbency. An incumbency advantage does not necessarily imply that welfare would be improved by encouraging entry. Consumers may be disadvantaged if forced to switch to another supplier. Industry costs would increase if entry eroded the benefits of economies of scale or learning. Entry prevention may result in both lower prices and lower costs than would occur if entry were allowed. The chapter describes Bain's determinants of barriers to entry and shows the way they may be interpreted in the light of recent contributions to the theory of strategic entry deterrence. The role of behavior in the determination of the conditions of entry is discussed in the chapter. Strategic entry deterrence is designed to influence the behavior of potential rivals. It is effective only to the extent that potential competitors look to current behavior as indicative of future market conditions.
