Lange galt es als ausgemacht, dass im Modernisierungsprozess mit fortschreitendem Wachstum von städtischen Ballungsräumen zu rechnen sei. Doch gerade die industrialisierten Nationen erleben seit einigen Jahrzehnten einen ungewohnten Trend: das Schrumpfen von Städten. Auch in beiden Teilen der Bundesrepublik Deutschland gibt es immer mehr schrumpfende Städte. Städte, in denen die ökonomische Basis erodierte und deren Einwohnerzahlen aufgrund von Abwanderung oder Geburtendefiziten beständig abnehmen. In der Studie wird auf der Basis einer empirischen Analyse der Stadtentwicklungspolitik in den Städten Duisburg und Leipzig der Frage nachgegangen, wie Städte auf ausbleibendes Wachstum und Schrumpfungsprozesse reagieren und unter welchen Bedingungen es gelingt, neue Politiken zu institutionalisieren, die den Schrumpfungsprozess als ein langfristiges und zu steuerndes Problem begreifen.
