    ISBN: 9780511510489 (ebook)
Content: At the invitation of the New America Foundation and the New York University Center for Law and Security, a group of individuals regarded as authorities on international terrorism and Al Qaeda were brought together at a meeting held in the United States Senate office building. This volume contains the presentations that were made at this meeting. They constitute a valuable synopsis of current knowledge on Al Qaeda and the policies in place to counter threats of future terrorist attacks. The papers in this book will contribute to understanding how Al Qaeda has evolved from a movement to an ideology, what influence it has on Middle East stability and what continued threat it is to the United States, Europe, and other areas of the world. The contributors are from academia, research centers, government agencies and the media. They represent a cross section of recognized experts on Al Qaeda and international terrorism.

    ISBN: 9780511511110 (ebook)
Content: As a result of the work assembling the documents, memoranda, and reports that constitute the material in The Torture Papers the question of the rationale behind the Bush administration's decision to condone the use of coercive interrogation techniques in the interrogation of detainees suspected of terrorist connections was raised. The condoned use of torture in any society is questionable but its use by the United States, a liberal democracy that champions human rights and is a party to international conventions forbidding torture, has sparked an intense debate within America. The Torture Debate in America captures these arguments with essays from individuals in different discipines. This volume is divided into two sections with essays covering all sides of the argument from those who embrace absolute prohibition of torture to those who see it as a viable option in the war on terror and with documents complementing the essays.

Content: The Torture Papers document the so-called 'torture memos' and reports which US government officials wrote to prepare the way for, and to document, coercive interrogation and torture in Afghanistan, Guantanamo, and Abu Ghraib. These documents present for the first time a compilation of materials that prior to publication have existed only piecemeal in the public domain. The Bush Administration, concerned about the legality of harsh interrogation techniques, understood the need to establish a legally viable argument to justify such procedures. The memos and reports document the systematic attempt of the US Government to prepare the way for torture techniques and coercive interrogation practices, forbidden under international law, with the express intent of evading legal punishment in the aftermath of any discovery of these practices and policies.

Content: This volume presents the five major enemy combatant cases of the post-9/11 era. Assembled in narrative form, the documents tell the story of the legal arguments upon which the U.S. government and the defense attorneys have based their respective sides in what has become a complex and philosophically important debate among American lawyers, academics, and citizens. These cases involve two U.S. citizens, one Qatari citizen enrolled at an Illionois university, and two of the most prominent cases regarding Guantanamo detainees. Viewed together, the documents assembled herein in digested form illustrate the judicial struggle between the needs of national security and the constitutional and international legal protections regarding the rights of individuals. Legal issues, including habeas corpus, presidential powers, and the applicability of the Geneva Conventions; administrative issues such as the plenary executive and the roles of the Department of Defense, State, and Justice; and moral questions, including conditions of detention and how to define the "enemy", all coalesce in providing one of the most comprehensive and compelling portraits of the U.S. engagement in the war of terror. Content: Reimagining the National Security State provides the first comprehensive picture of the toll that US government policies took on civil liberties, human rights, and the rule of law in the name of the war on terror. Looking through the lenses of theory, history, law, and policy, the essays in this volume illuminate the ways in which liberal democracy suffered at the hands of policymakers in the name of national security. The contributors, who are leading experts and practitioners in fields ranging from political theory to evolutionary biology, discuss the vast expansion of executive powers, the excessive reliance secrecy, and the exploration of questionable legal territory in matters of detention, criminal justice, targeted killings, and warfare. This book gives the reader an eye-opening window onto the historical precedents and lasting impact the security state has had on civil liberties, human rights and, the rule of law in the name of the war on terror.
