An wen also wendet sich dieses Buch, welche Vorkenntnisse werden vorausgesetzt? Muss ich Elektrotechnik oder Physik studiert haben oder genügt das Abitur? - Naturwissenschaftlich technische Grundkenntnisse werden vorausgesetzt, aber nicht unbedingt ein entsprechendes Fachstudium. Die Kapitel 2 (Physikalische Grundlagen von Feldern, Wellen und Strahlen) und 3 (Physikalische Wirkungen) sind dazu gedacht, im gegebenen Fall die notwendigen Voraussetzungen für das weitere Verständnis zu schaffen. Hier mögen auch die Geschichte und die Entstehung dieses Buches von Interesse sein, d. h. zunächst die Frage, wie es zur Beschäftigung mit Elektromagnetischer Verträglichkeit in technischer und biologisch-medizinischer Hinsicht an der Universität Kaiserslautern kam. Eine europäische "Richtlinie" zur Elektromagnetischen Verträglichkeit, die in ihrer Verbindlichkeit einem Gesetz entspricht, wurde im Jahre 1989 erlassen und 1992 in Deutschland als Gesetz (EMVG) wirksam, und zwar mit einer Übergangsfrist bis zum 31. 12. 1996. Die darin geforderten technischen Überprüfungen und auszustellenden Bescheinigungen waren derart, dass damit insbesondere die kleineren und mittleren Unternehmen (,,KMUs") Gefahr liefen, in personeller und apparativer Hinsicht überfordert zu sein
