After reviewing global political development (from the Cold War through detente to the INF treaty, the INF treaty and its significance, current trends in global political development etc.), the author examines its implications for East Asia. According to him, in East Asia three levels of powers can be seen emerging and interacting with each other, i.e., powers of global influence or global powers (to which the USA, the USSR, the PRC and Japan belong), powers of regional influence or regional powers, and powers of local or subregional influence or local powers.
