Der Präsident des Bundesnachrichtendienstes sieht in seiner am 20000727 an der Führungsakademie der Bundeswehr gehaltenen Rede das gleichzeitige Zusammentreffen mehrerer Konfliktpotentiale als Risiko für eine Destabilisierung. In der Auseinandersetzung in Nah-Mittel-Ost sieht er diesen Umstand durch die Jerusalem-Frage, die Wasserknappheit in der Region ebenso wie durch die Gewaltbereitschaft islamischer Gruppierungen gegeben. Anhand der Rüstungsexporte der westlichen Industrienationen in diese Region (einschl. Indien, Pakistan und Korea), unter weiterer Berücksichtigung des Umfangs der Streitkräfte der jeweiligen Staaten, sowie der Verbreitung des Besitzes von ABC-Waffen und ihren Trägern (Proliferation) sieht er das sicherheitspolitische Risiko in der Gefahr eines Ungleichgewichts der nicht-konventionellen Waffenpotentiale in der Region. Überlegungen zur möglichen Bedrohung durch Trägerraketen aus Drittweltstaaten seien Auslöser für Überlegungen zur Schaffung eines Nationalen Raketenabwehrsystems gewesen.
