Ein großer Teil dieser Arbeit muß zwangsläufig einen eher deskriptiven Charakter haben - vor einer Analyse von Qualifikationsentwicklung und Qualifizierungshandeln, und erst recht vor der Entwicklung einer (politischen) Strategie zur Steuerung dieses Handelns, muß die Betrachtung der betrieblichen Realität stehen. Allerdings kann und soll die Arbeit dabei 1 nicht stehenbleiben: nach dieser "Betrachtung der Wirklichkeit" soll der Versuch unternommen werden, die ermittelten Resultate - mit Hilfe einer allgemeinen sozialwissenschaftlichen Theorie - einer Erklärung zuzuführen
