Die aktuelle Berufsbildungspolitik zeugt von Modernisierungs- und Flexibilisierungstendenzen, die durch europapolitische Entwicklungen geprägt werden. So implizieren der europäische Qualifikationsrahmen und ein europäisches Kreditpunktesystem (ECVET) eine zunehmende Outcome- und Kompetenzorientierung, welche die deutsche Berufsbildung vor neue Herausforderungen stellt. Hierbei wiederum wird dem angelsächsischen Modell der beruflichen Qualifizierung, dem Competency-Based Training (CBT), vermehrt Aufmerksamkeit geschenkt. Diesen CBT-Ansatz unterzieht Silke Hellwig einer systematischen Analyse. Sie untersucht seine ordnungspolitisch-organisatorischen und didaktisch-curricularen Rahmenbedingungen sowie die sich daraus ergebenden Auswirkungen auf die Lernprozess-Ebene. Als thematischer Bezugspunkt dient die australische Berufsbildung, in der CBT eine zentrale Rolle spielt und seit seiner Einführung in den 1990er Jahren eine bedeutende Entwicklung durchlaufen hat.
