    Content: Im Mai 1996 fand in Genf eine internationale Konferenz zur Flüchtlings- und Migrationsproblematik in den GUS-Staaten sowie angrenzenden Staaten unter der Leitung des UNHCR und der OSZE statt. Den Hintergrund der Konferenz bildeten die massiven Wanderungsströme vor allem auf dem Gebiet der Russischen Föderation, die durch den Zusammenbruch der UdSSR und die darauf folgenden ethnischen Spannungen und Konflikte ausgelöst wurden. Die Konferenz kam jedoch über die Verabschiedung eines um viele kontroverse Fragen bereinigten Abschlußdokuments nicht hinaus. Vor allem wurde die Chance vertan, ein konkretes Aktionsprogramm mit humanitärer Schwerpunktsetzung zu beschließen und umzusetzen. (BIOst-Wpt)
