Content: The Politics of Major Policy Reform in Postwar America examines the politics of recent landmark policy in areas such as homeland security, civil rights, health care, immigration and trade, and it does so within a broad theoretical and historical context. By considering the politics of major programmatic reforms in the United States since the Second World War - specifically, courses of action aimed at dealing with perceived public problems - a group of distinguished scholars sheds light not only on significant efforts to ameliorate widely recognized ills in domestic and foreign affairs but also on systemic developments in American politics and government. In sum, this volume provides a comprehensive understanding of how major policy breakthroughs are achieved, stifled, or compromised in a political system conventionally understood as resistant to major change.

Content: Congress is frequently said to be 'broken', 'dysfunctional', and 'weak', but how does the contemporary Congress really work? Does Congress have the capacity to solve major policy problems? Can it check an aggrandizing executive, oversee a powerful Federal Reserve, and represent the American people? Can Congress cope with vast changes in the American political economy, including rising income inequality? Congress and Policy Making in the 21st Century takes a fresh look at the performance of Congress in the domestic arena, focusing on issues such as immigration, health care, and the repeal of 'Don't Ask, Don't Tell'. With original contributions from leading scholars, this important volume examines how Congress tackles - and fails to tackle - key policy challenges in an era of growing social diversity and ideological polarization. Rich in analysis and illuminating detail, the book reveals the full complexity of the institution at work.

Content: In Republican Party Politics and the American South, 1865-1968, Heersink and Jenkins examine how National Convention politics allowed the South to remain important to the Republican Party after Reconstruction, and trace how Republican organizations in the South changed from biracial coalitions to mostly all-white ones over time. Little research exists on the GOP in the South after Reconstruction and before the 1960s. Republican Party Politics and the American South, 1865-1968 helps fill this knowledge gap. Using data on the race of Republican convention delegates from 1868 to 1952, the authors explore how the 'whitening' of the Republican Party affected its vote totals in the South. Once states passed laws to disenfranchise blacks during the Jim Crow era, the Republican Party in the South performed better electorally the whiter it became. These results are important for understanding how the GOP emerged as a competitive, and ultimately dominant, electoral party in the late-twentieth century South.

Content: "This book tells the story of the rise and fall of the first civil rights era, viewed through the lens of action in the US Congress. The first civil rights era, as we define it, extends from 1861 through 1918, or from the Civil War through the First World War. During that time the formal status of African Americans shifted from slave to citizen and then to something in between. This distinctive path was largely determined by laws and, later, failed laws in Congress. Many books tell the story of African Americans during these years. Our book is explicitly about how the arc of civil rights was determined by Congress over these five decades and more. While there are some excellent accounts for particular periods, such as the Civil War or Reconstruction, we believe ours is the most systematic examination of congressional decision making on civil rights during this long and crucial period"--

Content: The Speaker of the House of Representatives is the most powerful partisan figure in the contemporary U.S. Congress. How this came to be, and how the majority party in the House has made control of the speakership a routine matter, is far from straightforward. Fighting for the Speakership provides a comprehensive history of how Speakers have been elected in the U.S. House since 1789, arguing that the organizational politics of these elections were critical to the construction of mass political parties in America and laid the groundwork for the role they play in setting the agenda of Congress today. Jeffery Jenkins and Charles Stewart show how the speakership began as a relatively weak office, and how votes for Speaker prior to the Civil War often favored regional interests over party loyalty. While struggle, contention, and deadlock over House organization were common in the antebellum era, such instability vanished with the outbreak of war, as the majority party became an "organizational cartel" capable of controlling with certainty the selection of the Speaker and other key House officers. This organizational cartel has survived Gilded Age partisan strife, Progressive Era challenge, and conservative coalition politics to guide speakership elections through the present day. Fighting for the Speakership reveals how struggles over House organization prior to the Civil War were among the most consequential turning points in American political history.
