The publication of the White Paper 2006 is part of the success record of this Federal Government. We have succeeded in consistently translating the theoretic concept of Networked Security into political action. In Afghanistan we have made progresses on the way to our goal of self-supporting stability despite still existing deficits in the field of the government of the state and the reconstruction and the partly aggravated security situation. The key to success is the co-acting of all actors and instruments. It will neither be possible to meet the challenges, to stabilize the country, and to qualify it for the futuresolely by military action nor exclusively by civilian commitment. Securityand development are reciprocally dependent! The buildup of the Afghan security forces which is emphatically expedited by Germany with its allies and partners is beginning to bear fruit. Meanwhile, we have jointly trained some 60,000 Afghan soldiers; the target set by us is a number of 134,000. About 25,000 Afghan policemen have successfully passed their training; the aimingmark is a total of 82,000. Already today are Afghan security forces responsible for providing security in the capital of Kabul. In the foreseeable future it is planned for the Afghans to gradually assume even more responsibility. (Europäische Sicherheit / SWP)
