Kraft-Wärme-Kopplung (KWK)-Anlagen benötigen im Vergleich zu herkömmlichen Anlagen deutlich weniger Primärenergie und ihre CO2-Emissionen sind um etwa ein Drittel niedriger. Der Ausbau von KWK ist daher ein Prüfstein dafür, wie ernst es die Politik mit der praktischen Umsetzung von Klimaschutz und Ressourcenschonung meint. Im Ländervergleich ist ein extrem unterschiedlicher Ausbau der KWK festzustellen. Yeon-Mi Jung untersucht die Förderung der KWK in Deutschland und Südkorea im Spannungsfeld zwischen Klimaschutz und Liberalisierung der Energiewirtschaft. Auf der Basis umweltökonomischer Theorien fokussiert ihre Analyse auf die Akteure, die politischen Motivationen und den Politikstil bei der Ausgestaltung der KWK-Politk und untersucht die Auswirkungen der veränderten Rahmenbedingungen und politischen Zielsetzungen auf die Klimaschutzpolitik.
