Hizbollah und die libanesische Regierung vertreten die Auffassung, dass der israelische Truppenabzug aus dem Libanon entgegen der offiziellen Feststellung des UN-Generalsekretärs vom 16. Juni 2000 nicht vollständig erfolgt sei, weil Israel das 1967 eroberte Gebiet der Shebaa-Farmen - nach israelischer Ansicht syrisches Territorium - weiterhin besetzt hält. Wie der Autor in seiner historischen Aufarbeitung des Grenzkonflikts zeigt, ist das Gebiet seit der Demarkation der syrisch-libanesischen Grenze durch die französische Mandatsmacht 1920 auf allen Karten Syrien zugeordnet, praktisch aber als Teil von Libanon betrachtet worden. Diese Diskrepanz zwischen offizieller und faktischer Grenze ist nie korrigiert worden - weder von den französischen Behörden noch von den syrischen und libanesischen Regierungen nach der Unabhängigkeit. Eine Lösung, die den gewachsenen lokalen Bedingungen Rechnung trägt, ist erst realisierbar, wenn Israel sich aus den Golan-Höhen zurückgezogen hat. (DÜI-Hns)
