The implications of domestic shortages of critical materials, in terms of possible U.S. vulnerability to future military, political, or economic coercion, are discussed. Political and economic developments in a supplier nation which can create the environment for economic coercion are outlined, as are measures which the United States and other user nations can undertake to prevent or mitigate such coercion, i.e., development of domestic resources, development of substitute materials, encouragement of user supplier interdependency, and maintenance of an adequate stockpile of critical materials.
