Ziele. Es weist auch auf die Entwicklung der Stellung des Verfassungsgerichtshofs als einzig möglicher Korrektor grundsätzlich instabiler Parlamentspolitik und damit auch auf faktische politische Veränderungen in der verfassungsrechtlichen Gewaltenteilung hin.
