Am 3. Mai 1945, Hitler war schon tot, Hamburg und Berlin hatten kapituliert, startete die Royal Air Force zum letzten großen Luftangriff. Ziel waren Schiffsansammlungen in der Kieler und Lübecker Bucht. Die größten Schiffe, die schwimmenden KZ-Transporter Cap Arcona und Thielbeck, waren Ziel der Bomber und Tiefflieger: dieser grauenhafte Irrtum kostete über 7000 Häftlingen das Leben - die größte Schiffskatastrophe aller Zeiten. Der Film kehrt an die Stätten der Ereignisse zurück, nach Neuengamme, wo die Häftlinge zuvor interniert waren, nach Lübeck, wo sie eingeschifft und nach Neustadt, wo sie auf der Cap Arcona eingepfercht wurden. Es wird die Vorgeschichte des letzten großen deutschen Luxusliners rekonstruiert, der Stapellauf, die Reise der "Königin des Südatlantiks", als wichtigster Statist in der UFA-Produktion: Der Untergang der Titanic. Bei der akribischen Materialrecherche wurden unbekannte Schadensberichte in britischen Archiven gefunden, Zeitzeugen wie Häftlinge, Besatzungsmitglieder oder Anwohner interviewt. Rettungsversuche von Land unterblieben, im Kriegstagebuch der Royal Airforce steht, daß "viele Hunnen die Ostsee heute sehr kalt fanden." Da der größten Schiffskatastrophe aller Zeiten nur wenig Publizität widerfuhr, vermutete ein ehemaliger Häftling einen Komplott des Schweigens: die einen hatten kein Interesse an ihrer verbrecherischen Vergangenheit, die anderen interessierten sich nicht für die Folgen ihrer rücksichtslosen Kriegsführung.
