Wann löst ein Sachverhalt die Verteidigungspflicht aus, wann muss polizeilich gehandelt werden? Wann werden die Geheimdienste aktiv? Dürfen die einen die Methoden der anderen verwenden? Und welche Rolle spielt der Parlamentsvorbehalt?
