Die Sozialpolitik im Transformationsprozeß Mittel- und Osteuropas bedarf dringend der Korrektur. Die bisherige Politik hat häufig dazu geführt, daß die ohnehin knappen Ressourcen zwischen den einzelnen Teilgebieten der sozialen Sicherung unangemessen verteilt wurden. Sie hat massive Verzerrungen auf den Faktormärkten induziert, die Schattenwirtschaft begünstigt und die Staatshaushalte belastet. Diese Fehlentwicklungen haben die Tendenz, sich zu verfestigen. Diese Studie untersucht die bisherige Sozialpolitik Polens, Tschechiens und Rußlands und zeigt Wege zu einer Reform auf, die mit der Systemtransformation von der Plan- zur Marktwirtschaft konsistent ist. Um die Kosten der Sozialpolitik zu begrenzen, sollten bestehende Rentenversicherungssysteme durch den raschen Aufbau einer Arbeitslosenversicherung und eines Systems der Sozialhilfe entlastet werden. Aus Sozialpolitischer Sicht kommt der Inflationsbekämpfung ein hoher Stellenwert zu, da hohe Inflationsraten zu unkalkulierbaren Umverteilungseffekten und Schwankungen im realen Niveau der Sozialleistungen führen. Ein in allen Ländern verbreiteter Engpaß ist die Fähigkeit des Staats,soziale Leistungen effizient bereitzustellen.
