Die Studie basiert auf einer repräsentativen Bevölkerungsumfrage der Forschungsgruppe Wahlen, deren Ergebnisse mit Zeitreihen des Politbarometers kombiniert werden. Das erlaubt, Veränderungen und Kontinuitäten in Orientierungen und Ordnungsvorstellungen zu erfassen, die konventionelle und unkonventionelle Beteiligungsmentalitäten prägen. Die Fragestellung lautet ähnlich wie in "Politische Partizipation in der Bundesrepublik" (ID 33/01), untermauert waren dort die Ergebnisse von der "Allgemeinen Bevölkerungsumfrage der Sozialwissenschaften" 1998. Die Basis des vorliegenden Bandes war eine telefonische Umfrage der Forschungsgruppe Wahlen, durchgeführt im Jahr 2003. Ein theoretischer Teil befasst sich mit normativen Vorstellungen zur politischen Beteiligung der Bürger, der konventionellen Beteiligung im Rahmen des Wahlverhaltens, und der so genannten "unkonventionelle Beteiligung" im Sinne des bürgerschaftlichen Engagements, sei es in Parteien, im Sport oder in sozio-kulturellen Gruppen. Den größeren Teil des Bandes nimmt die Darstellung der Ergebnisse der Umfrage in Anspruch, mit Zahlenmaterial und Schaubildern anschaulich dargestellt. Für den Einsatz auch in der Sekundarstufe II durchaus geeignet.
