Der zweite Teil der dreiteiligen Abhandlung über die Strategie der westlichen Staaten gegenüber Rußland gibt zunächst einen Rückblick auf die Etappen der Beendigung des Kalten Krieges, die ihren Anfang bereits in den 70er Jahren nahmen. Wesentliche Eckpunkte sind dabei die Rolle der KSZE, die SALT-Verhandlungen sowie der Umbau der UdSSR unter Gorbacev. Im folgenden analysiert der Verfasser das Verhalten des Westens vor allem gegenüber Rußland in der derzeitigen Übergangsperiode nach Zerfall der UdSSR, der - wenn auch im Interesse des Westens - von inneren Faktoren und Ursachen bestimmt wurde. Der Aufsatz erhellt die verschiedenen Spektren der derzeitigen westlichen Ansichten hinsichtlich der Rolle Rußlands und definiert abschließend die Hauptaufgaben Rußlands als Nachfolger der Sowjetunion insbesondere in militärischer Hinsicht.
