According to the author, on the inauguration of the Clinton administration in the USA, the relative importance of the "two China's" to the USA was quite different from that of earlier administrations. The PRC, no longer "special" to the USA because of its strategic role in counter-balancing the USSR, was seen as a potential obstacle to many U.S. interests. Taiwan, no longer an "irritant" in Peking-Washington relations, was seen as a valued trading partner and political entity requiring wider international recognition. U.S. interests under Clinton presidency are assessed against this shift in the relative importance of Peking and Taipei. (DÜI-Sen)
