Die Situation der Palästinenser in Kuwait hatte sich schon vor der Golfkrise infolge der seit 1975 aus Furcht vor einer "Überfremdung" betriebenen Kuwaitisierungspolitik graduell verschlechtert. Dennoch sind die Verfolgung der Palästinenser nach der Befreiung Kuwaits (Verschleppung, Morde, Inhaftierungen, Folter) und die Ausweitung der Restriktionen in erster Linie eine Reaktion der kuwaitischen Bevölkerung und Regierung auf die pro-irakische Haltung der PLO im Golfkonflikt (von der Mehrheit der Palästinenser in Kuwait nicht geteilt). Obgleich viele Palästinenser in Kuwait keine Zukunft für sich mehr sehen, haben die meisten von ihnen keine Ausreisemöglichkeit. (DÜI-Hns)
