    Content: 2018～2019年，随着文旅融合大幕的拉开，湖北文化和旅游事业发展进入一个崭新的阶段。全省各级文化行政管理部门在这段时期完成了机构改革，文化事业和文化产业管理体制和机制得到创新和发展。以机构改革和管理体制调整为契机，以丰富、独特的荆楚文化为依托，湖北省充分挖掘和开发利用本省文化资源，在公共文化、文化艺术事业、文化产业、文化遗产保护、新闻出版广播电视、对外文化交流、媒体融合等方面取得新的成就，开启了文化和旅游融合发展的新局面，湖北省文化事业和文化产业正加速向全国第一方阵靠拢。本书认为，2018年和2019年是湖北文化和旅游事业发展具有里程碑意义的两年。在机构改革的“磨合期”，针对顶层设计亟待完善、促进发展举措亟待优化、文化发展短板亟待补齐等新旧问题和挑战不断交织的现状，面对信息化、网络化、数字化和需求多元化等一系列文化事业发展新特征，湖北要紧抓机遇、修炼内功，要围绕大局、统筹兼顾、把握荆楚文化特质，要以编制“十四五”规划为契机，完善文化和旅游融合发展的顶层设计，将文化融入旅游要素和链条，寻找文化和旅游融合的着力点，精准发力，以人民群众需求为导向，深化文旅融合，不断推动文化事业走向新的阶段。在结构和方法上，本书继续沿用前两部的编写体例。一方面坚持面、线、点结合，沿用“总报告+分报告+专题报告”的结构，总报告从文化发展的九大指标入手，通过全国范围和中部地区比较，梳理湖北文化事业总体发展情况；分报告涵盖湖北省公共文化、文化艺术事业、文化市场、文化遗产保护利用、对外文化交流、旅游资源开发利用、新闻出版广电事业等领域的发展情况。另一方面，本书坚持“发展成就+制约发展因素+对策建议”的三分结构，既有经验总结，又突出问题导向。在本书编纂过程中，研究团队组织十余支师生调研队伍，对全省文化事业工作和文化产业发展状况进行考察，多渠道采集数据。此外，在本书的创作过程中，我们还广泛吸收湖北文化战线上的一线工作者参与编纂，使报告更具有理论与实践相结合的特色，也从一个侧面反映了湖北文化事业欣欣向荣的发展态势。

    Content: Liu establishes that high school graduation operates as a turning point in late adolescence in redirecting individuals' adult offending trajectories. High school graduation is individually experienced and especially beneficial to those at high risk of dropping out.
