Die Mappe EP/2006/K. der in Köln lebenden Künstlerin Bettina Lockemann (*1971) ist der erste Band der Edition des Büro für Bildangelegenheiten. Es erscheint als Buchobjekt in einer nummerierten Auflage von 275 Exemplaren. Bettina Lockemann hat EP/2006/K. auf Einladung des Europäischen Parlaments und des Goethe-Instituts im Jahr 2006 im Europäischen Parlament in Brüssel fotografiert. Das Thema des Fotoprojekts, die Undurchdringlichkeit und Unnahbarkeit bürokratischer Räume und Prozesse, wird in der Ausstattung der Edition wieder aufgegriffen: Die 30 Blatt umfassende Loseblattsammlung bestehend aus 28 Schwarzweißfotografien, Inhaltsübersicht und Textseite ist in einer Aktenmappe im Format DIN A4 zusammengefasst; der Titel ist außen auf den Deckel gestempelt. Die Künstlerin zu ihrem Werk: EP/2006/K. ist ausschließlich am Standort Brüssel fotografiert, wo die alltägliche Parlamentsarbeit stattfindet. Mich interessierten hier besonders die bürokratischen Strukturen, da es mir eher möglich schien, vor Ort Vorstellungen von der abstrakten bürokratischen Basisstruktur der EU, als deren Auswirkungen auf das Leben der Menschen in den Mitgliedsländern visuell umzusetzen. Die Beschäftigung mit dem Parlamentsalltag zeigte, dass die Prozesse der Parlamentsarbeit kaum nachvollziehbar sind, selbst wenn man sich mitten in ihrem Zentrum befindet. Auch wenn sich Vieles beobachten lässt und Gespräche mit den auf verschiedenen Ebenen Beschäftigten einige Sachverhalte zu klären vermögen, bleibt das Geschehen dort insgesamt undurchdringlich. Diese Undurchdringlichkeit formuliere ich in meiner Arbeit visuell aus. Dabei geht es nicht in erster Linie darum, zu zeigen, wie die konkreten Räumlichkeiten des Parlamentsgebäudes aussehen, sondern um eine allgemeiner formulierte Aussage. Die Schwarzweißfotografie reduziert die verschiedenen Farbtöne auf ein gleichmäßiges Grau. Gänge sind in leichter Untersicht fotografiert, so dass die normale Wahrnehmungsperspektive kaum merklich durchbrochen wird. Personen sind so ins Bild gerückt, dass ihre Gesichter nie vollständig zu erkennen sind. Die verschiedenen Situationen von Gesprächen, Interviews oder Pressekonferenzen sind lediglich zu erahnen. Mit der visuellen Umsetzung möchte ich eine Atmosphäre erzeugen, die an sich ungreifbar bleibt. Dabei dient auch Franz Kafka als Ideengeber, der die Unzugänglichkeit der Bürokratie für den Normalbürger und dessen Nichtzugehörigkeit zu deren System in seinen Romanen zum Ausdruck bringt.
