In den achtziger Jahren haben sich Drogenabhängigkeit und Drogenhandel in Pakistan wie in ganz Asien rapide ausgebreitet. Pakistan zählt heute 2,5 Mill. Drogenabhängige, davon über eine Million Heroinabhängige. Tiefgreifende Auswirkungen sind politische Korruption und das Auseinanderbrechen der sozialen Ordnung. In der Untersuchung der Entwicklung der Drogenkultur in den 80er Jahren konzentriert sich der Autor auf Pakistan. Aber die Ergebnisse können aufgrund gleichartiger sozialer und wirtschaftlicher Bedingungen auch auf andere asiatische Staaten übertragen werden, bezogen auf Drogenhandel und -abhängigkeit haben sie auch globale Bedeutung. Armut, Arbeitslosigkeit und Unsicherheit, leichter Zugang zu Heroin und organisierte Banden sowie Stammrivalitäten untergraben Aktionen des pakistanischen Staates gegen die Drogenbarone. Mit einer Liste von Maßnahmen, die gemeinsam von den SAARC-Staaten durchgeführt werden müßten, weist der Autor einen Weg aus der katastrophalen Situation. Auch die UNO muß verstärkt Mittel bereitstellen. (DÜI-Gbh)
