Über die Notwendigkeit einer Einschränkung der Agrarproduktion besteht unter den EG-Staaten Einigkeit. Die Gemeinsame Agrarpolitik (GAP), die auf den Grundprinzipien gemeinschaftlicher Verantwortung und Solidarität basiert, hat für die Finanzierung und Verteilung von Anpassungslasten auch in Zukunft eine große Bedeutung. Soll die EG-Agrarpolitik Erfolg haben, muß sie künftig ein Bündel von Maßnahmen realisieren: Mitverantwortungsabgabe der Bauern, Produktionskontingentierung, Preissenkung auf Weltmarktniveau, andere Bodennutzung.
