    ISBN: 9780511496165 (ebook)
Content: This book addresses one of the least understood issues in modern international history: how, between 1930 and 1945, Britain lost its global pre-eminence to the United States. The crucial years are 1930 to 1940, for which until now no comprehensive examination of Anglo-American relations exists. Transition of Power analyses these relations in the pivotal decade, with an epilogue dealing with the Second World War after 1941. Britain and the United States, and their intertwined fates, were fundamental to the course of international history in these years. Professor McKercher's book dissects the various strands of the two powers' relationship in the fifteen years after 1930 from a British perspective - economic, diplomatic, naval and strategic.

Content: Esme Howard (1863–1939), 1st Baron Howard of Penrith, was one of Britain's most important diplomats of the early part of this century. Linguistically and diplomatically gifted, he was an integral member of the small group of men who made and implemented British foreign policy between 1900 and 1930, a critical transitional period in Britain's history as a world power. The years between 1890 and 1903, which preceded Howard's major diplomatic achievements, are seen as crucial to his development, years when his marriage, his conversion to Catholicism, his foreign travel, and his work with London's working classes moulded the confidence and strengths of his later character. Thereafter, the book covers Howard's personal and historical importance as consul general in Crete, Budapest and Berne and at the 1919 Paris Peace Conference, and as ambassador at Madrid (1919–24) and Washington (1924–30). Made possible by the recent discovery of Howard's private papers, this well-informed and readable biography of a hitherto neglected figure will eliminate a major gap in the history of twentieth-century British foreign relations by giving Howard's career its first full treatment.

Content: It has long been argued that Baldwin's second government, especially the Foreign Office led by Austen Chamberlain, was to blame for the deterioration in Anglo-American relations in 1927–9. This book argues that Austen Chamberlain, by suggesting a reduction in maritime belligerent rights, consistently worked for an improvement in relations and found the means for a settlement in 1929, though Labour's success in the general election caused the credit to go to others and Chamberlain's reputation remained tarnished. While the earlier view was based mainly on the memoirs of contemporary critics, Dr McKercher bases his analysis on a wide range of public and private archival material.

Content: Although remembered and even lauded in the public mind as the British prime minister during the Second World War who played a major role in Allied victory over the Axis Powers and Japan, Winston Churchill had a life and political career before 1939 conditioned by fighting other wars and, in peacetime, thinking about war. While historians debate his achievements and failures between 1939 and 1945, a less explored dimension is Churchill's earlier connexion with war and warfare. This book explores Churchill's earlier experience in fighting wars as a soldier and politician.

Content: This volume deals with aspects of British foreign policy from the late nineteenth century to the beginning of the Cold War in keeping with the scholarship of Dr Zara Steiner, to whom the book is offered as a tribute. The contributors are all well-established experts in the study of diplomacy and foreign policy, and their essays cover a wide variety of themes, from the influence of ambassadors on British foreign policy to the relations between Britain and the Soviet Union from 1941 to 1948. The book thus covers the half century from Britain's pre-eminent position as a world power at the end of the nineteenth century to her relative 'decline' during and after the Second World War.
