    Content: The effect of increasing school resources on educational outcomes is a central issue in the debate on improving school quality. This paper uses a randomized experiment to analyze the impact of a school grants program in Senegal, which allowed schools to apply for funding for improvements of their own choice. The analysis finds positive effects on test scores at lower grades that persist at least two years. These effects are concentrated among schools that focused funds on human resource improvements rather than school materials, suggesting that teachers and principals may be a central determinant of school quality.

The identification strategy is the random allocation into the program, which took place in 2009. The strategy allows measurement of the effects of PROBEMS on test scores and graduation rates three years later in 2012. The paper finds that, on average, the program has no discernible impact on graduation rates or math or Spanish test scores. The size of the sample allows investigation of the reasons for this disappointing result. The paper finds that the program is substantially mis-targeted, with the majority of the recipients not coming from the most disadvantaged families. However, the most plausible explanation for the absence of positive impacts is that many eligible students do not seem to have the minimum learning level to face successfully the academic requirements of upper secondary school. An important policy implication is that a well-targeted scholarship program should be complemented with a remedial education intervention.

    Content: This paper reviews some of the econometric methods that have been used in the economics of education. The focus is on understanding how the assumptions made to justify and implement such methods relate to the underlying economic model and the interpretation of the results. We start by considering the estimation of the returns to education both within the context of a dynamic discrete choice model inspired by Willis and Rosen (1979) and in the context of the Mincer model. We discuss the relationship between the econometric assumptions and economic behavior. We then discuss methods that have been used in the context of assessing the impact of education quality, the teacher contribution to pupils' achievement, and the effect of school quality on housing prices. In the process we also provide a summary of some of the main results in this literature.

    Content: We discuss recent developments in the literature that studies how the dynamics of earnings and wages affect consumption choices over the life cycle. We start by analyzing the theoretical impact of income changes on consumptionhighlighting the role of persistence, information, size and insurability of changes in economic resources. We next examine the empirical contributions, distinguishing between papers that use only income data and those that use both income and consumption data. The latter do this for two purposes. First, one can make explicit assumptions about the structure of credit and insurance markets and identify the income process or the information set of the individuals. Second, one can assume that the income process or the amount of information that consumers have are known and test the implications of the theory. In general there is an identification issue that has only recently being addressed with better data or better experiments. We conclude with a discussion of the literature that endogenizes peoples earnings and therefore change the nature of risk faced by households.

    Content: Studies of inequality often ignore resource allocation within the household. In doing so they miss an important element of the distribution of welfare that can vary dramatically depending on overall environmental and economic factors. Thus, measures of inequality that ignore intrahousehold allocations are both incomplete and misleading. We discuss determinants of intrahousehold allocation of resources and welfare. We show how the sharing rule, which characterizes the within-household allocations, can be identified from data on household consumption and labor supply. We also argue that a measure based on estimates of the sharing rule is inadequate as an approach that seeks to understand how welfare is distributed in the population because it ignores public goods and the allocation of time to market work, leisure, and household production. We discuss a money metric alternative, that fully characterizes the utility level reached by the agent. We then review the current literature on the estimation of the sharing rule based on a number of approaches, including the use of distribution factors as well as preference restrictions.

    Content: This chapter is concerned with the identification and estimation of models of labor supply. The focus is on the key issues that arise from unobserved heterogeneity, nonparticipation and dynamics. We examine the simple “static” labor supply model with proportional taxes and highlight the problems surrounding nonparticipation and missing wages. The difference-in-differences approach to estimation and identification is developed within the context of the labor supply model. We also consider the impact of incorporating nonlinear taxation and welfare program participation. Family labor supply is looked at from both the unitary and collective perspectives. Finally we consider intertemporal models focusing on the difficulties that arise with participation and heterogeneity.

    Content: We examine the effects of international trade in the presence of a set of domestic distortions giving rise to informality, a prevalent phenomenon in developing countries. In our quantitative model, the informal sector arises from burdensome taxes and regulations that are imperfectly enforced by the government. Consequently, smaller, less productive firms face fewer distortions than larger, more productive ones, potentially leading to substantial misallocation. We show that in settings with a large informal sector, the gains from trade are significantly amplified, as reductions in trade barriers imply a reallocation of resources from initially less distorted to more distorted firms. We confirm findings from earlier reduced-form studies that the informal sector mitigates the impact of negative labor demand shocks on unemployment. Nonetheless, the informal sector can exacerbate the adverse welfare effects of economic downturns, amplifying misallocation. Last, our research sheds light on the relationship between trade openness and cross-firm wage inequality.
