Die Demokratisierung und Westorientierung von politischen Regimen im post-sowjetischen Raum ist ein Alptraum für die Putinsche Herrschaft. Die EU ist bisher nur begrenzt strategie- und handlungsfähig, die Nato schützt ihre eigenen Mitglieder, aber nicht die Beitrittskandidaten. Mit dem zeitlichen Abstand zur heißen Phase des Krieges gilt es, Schlussfolgerungen für die Sicherheitspolitik, die Konfliktprävention und das Krisenmanagement zu ziehen. International ausgewiesene Experten behandeln Lehren für die Frühwarnung, die Kommunikation mit der russischen Führung, für die EU, die OSZE und die NATO.
