Die Politik der Bush-Regierung im Nahen Osten bleibt ohne Konturen, es fehlt eine Gesamtstrategie. Dies ist zum Teil begründet durch das Bestreben, sich nicht mehr zugunsten einer Partei selbst in politische Bedrängnis bringen zu lassen. Entscheidende Veränderungen, wie das Ende des Iran-Irak-Krieges, der Tod des Ayatollah Khomeini, die stete Vergrößerung des chemischen Waffenpotentials und die Aufnahme diplomatischer Beziehungen zwischen Israel und Ungarn erschweren zudem klare Positionsbestimmungen.
