Seitdem ein Grundsatz zur Daseinsvorsorge im Raumordnungsgesetz (ROG) aufgenommen wurde und die Leitbilder und Handlungsstrategien für die Raumentwicklung ein konkretes Leitbild zur Sicherung der Daseinsvorsorge vorgeben, haben Aktivitäten der Regionalplanung zur Sicherung der Daseinsvorsorge im Kontext des demografischen Wandels spürbar an Bedeutung gewonnen. Allerdings setzen bisher erst wenige Regionalplanungsträger das hierzu zur Verfügung stehende rechtsverbindliche Instrumentarium ein. Überwiegend wird auf Festlegungen in Regionalplänen zur Beeinflussung von Daseinsvorsorge und Fachplanungen von der Regionalplanung verzichtet. Seitens der Regionalplanung werden hingegen verstärkt informelle Ansätze zur Einflussnahme auf Daseinsvorsorge und Fachplanungen angewendet, und dies nicht zuletzt aufgrund der Förderung von Modellvorhaben durch den Bund und auch die Länder. Gleichwohl engagiert sich erst eine Minderheit der Regionalplanungsträger in entsprechenden regionalen Netzwerken. Im Rahmen des Forschungsprogramms "Modellvorhaben der Raumordnung" (MORO) wurde daher eine Studie zum Thema "Daseinsvorsorge in der Regionalplanung und Möglichkeiten ihrer formellen und informellen Steuerung" durchgeführt, deren Ergebnisse in dieser Online-Publikation präsentiert werden. Im Ergebnis empirischer Studien werden Strategien für die Regionalplanung vorgestellt, die mit Vertretern der Praxis diskutiert wurden und aufzeigen, wie in Zukunft die Arbeitsteilung zwischen formellen und informellen Ansätzen bei der Planung der Daseinsvorsorge beschaffen sein könnte. Auch werden Probleme und Hemmnisse aufgezeigt, die bislang die Sicherung der Daseinsvorsorge durch die Regionalplanung limitieren und die Ausrichtung von Fachplanungen an Vorgaben der Regionalplanung behindern.
