Die Sicherung und langfristige Steigerung der Konkurrenz- und Wettbewerbsfähigkeit der Unternehmen wird durch die angespannte Konjunkturlage immer schwieriger. Da insbesondere den Planungsabteilungen innerhalb der Produktionsbereiche eine hohe Verantwortung für die kosten- und zeitoptimale Herstellung der Produkte zukommt, müssen gerade hier wirkungsvolle Rationalisierungsmaßnahmen ergriffen werden. Für die Arbeitsvorbereitung ergeben sich aufgrund ihrer Stellung als "Dienstleistungsbereich" für die Fertigung folgende primäre Rationalisierungsziele: Senkung der Durchlaufzeiten in der Planung - Senkung der Planungskosten - Erhöhung der Flexibilität in der Planung sowie die - Erhöhung der Planungsqualität zur Minimierung der Kosten in Fertigung und Montage Vor allem der Zielsetzung, eine höhere Planungsgenauigkeit zu erreichen, kommt sowohl aufgrund der steigenden Qualitätsanforderungen als auch durch die sinkende Mitarbeiterqualifikation im Bereich der "Fertigung" eine erhöhte Bedeutung zu. Das führt aber dazu, daß in der Arbeitsvorbereitung mit neuen Methoden und Hilfsmitteln eine Optimierung der Ergebnisse erzielt und die Arbeitsdokumente, wie z.B. Arbeitspläne auf einer detaillierten Stufe als "Arbeitsanweisungen" ausgeführt werden müssen. Darüber hinaus sind durch verkürzte Innovationszeiten den generellen Forderungen des Marktes nach kurzen Liefer- und Reaktionszeiten bzw. niedrigen Produktkosten Rationalisierungsschwerpunkte bezüglich der Senkung von Durchlauf- und Bearbeitungszeiten sowohl in den Planungsbereichen als auch in der Fertigung und Montage zu setzen. Diese Situation in den Planungsabteilungen wird zusätzlich aufgrund allgemeiner Wachstums- und Automatisierungstendenzen im Bereich der Fertigung verschärft /1/
