Content: 'Track II Diplomacy and Jerusalem' originates from the work of the Jerusalem Old City Initiative, a major track two conflict resolution initiative aimed at helping to resolve the conflict over Jerusalem, arguably the key stumbling block to a lasting peace between Israel and its Arab neighbours. The first in a series of three books, 'Track II Diplomacy and Jerusalem provides the first written account of this Initiative, with contributions from leading international specialists on Jerusalem, as well as leading academics and practitioners on security, governance, holy sites, archaeology, property and economic issues. The book includes comprehensive coverage of the longstanding conflict over control and governance of this holy city and how these issues might be solved. Previously unpublished studies give important insights into key aspects of the Old City and provide a context in which to understand how the Special Regime idea developed. Presenting the information in an accessible format, this book will be a valuable resource to advanced undergraduates and above, and also practitioners with an interest in Middle East politics, the Israeli-Palestinian conflict and the Middle East peace process

Content: The fall of Saigon in April 1975 resulted in the largest and most ambitious refugee resettlement effort in Canada’s history. Running on Empty presents the challenges and successes of this bold refugee resettlement program. It traces the actions of a few dozen men and women who travelled to seventy remote refugee camps, worked long days in humid conditions, subsisted on dried noodles and green tea, and sometimes slept on their worktables while rats scurried around them – all in order to resettle thousands of people displaced by war and oppression. After initially accepting 7,000 refugees from camps in Guam, Hong Kong, and military bases in the US in 1975, Canada passed the 1976 Immigration Act to establish new refugee procedures and introduce private refugee sponsorship. In July of 1979, the federal government under Prime Minister Joe Clark announced that Canada would accept an unprecedented 50,000 refugees – later increased to 60,000 – more than half of whom would be sponsored by ordinary Canadians. Running on Empty presents gripping first-hand accounts of the government officials tasked with selecting refugees from eight different countries, receiving and matching them with sponsors, and helping churches, civic organizations, and groups of neighbours to receive and integrate the newcomers in cities, towns, and rural communities across Canada. Timely and inspiring, Running on Empty offers essential lessons for governments, organizations, and individuals trying to come to grips with refugee crises in the twenty-first century.

Content: Contested Sites in Jerusalem is the third and final volume in a series of books which collectively present in detail the work of the Jerusalem Old City Initiative, or JOCI, a major Canadian-led Track Two diplomatic effort, undertaken between 2003 and 2014. The aim of the Initiative was to find sustainable governance solutions for the Old City of Jerusalem, arguably the most sensitive and intractable of the final status issues dividing Palestinians and Israelis. This book examines the complex and often contentious issues that arise from the overlapping claims to the Temple Mount/Haram al-Sharif, the role of UNESCO, and the major implications of the JOCI Special Regime for such issues as archaeology, property, and the economy. Part One is dedicated to holy sites - ground zero of the Israeli-Palestinian conflict, a point reinforced by the Fall 2014 disturbances which threatened to spiral out of control and engulf Palestinians and Israelis into yet another wave of violence. Part Two of the volume contains studies on archaeology, property, and economics that were written after the completion of the Special Regime model, specifically to address in depth how a Special Regime would deal with each of these three important areas. Contested Sites in Jerusalem offers an insightful explanation of the enormous challenges facing any attempt to find sustainable governance and security arrangements for the Old City in the context of a peace agreement between the Israelis and the Palestinians
Content: Part I. Holy sites -- Options for the administration of the holy places in the old city of Jerusalem / Yitzhak Reiter -- A Security and Management Framework for the Holy Sites of the Old City / Michael Dumper -- The International Law of Holy Places in the Old City of Jerusalem / Marshall Breger and Leonard Hammer -- International Norms and the Preservation of Culture and Heritage in the Old City of Jerusalem : a Study of the Role of UNESCO / Michael Dumper -- Part II. Archaeology, Property, and Economics -- On Archaeology -- Archaeology and an old city special regime / Nazmi al-Jubeh and Daniel Seidemann -- Sustainable Management of Archaeology and Heritage in Jerusalem's Old City / Lynn Swartz Dodd -- On Property -- Land Use and Ownership in the Old City of Jerusalem / Nazmi al-Jubeh and Daniel Seidemann -- Property under the Old City Special Regime / Anneke Smit and David Viveash -- On Economics -- Implications of Alternative Israeli-Palestinian Trade Agreements on the Jerusalem Old City -- Special Regime / Nadav Halevi and Ephraim Kleiman

Content: Governance and Security in Jerusalem is the second in a series of three books which collectively present in detail the work of the Jerusalem Old City Initiative, or JOCI, a major Canadian-led Track Two diplomatic effort, undertaken between 2003 and 2014. The aim of the Initiative was to find sustainable governance solutions for the Old City of Jerusalem, arguably the most sensitive and intractable of the final status issues dividing Palestinians and Israelis. This book presents a collection of previously unpublished studies commissioned by the Initiative in aid of its work on the Special Regime. Split into three sections, the first part provides background papers on governance and security issues; the second presents Palestinian and Israeli partner perspectives on governance options for a special regime, and the third delivers partner perspectives on security studies for a special regime. The studies written by the Israeli and Palestinian partners provide important background and historical context for JOCI's work on security and governance. The position papers, presented in their original form, greatly influenced the development of the Special Regime governance model. Offering a unique insight on a range of governance and security issues in Jerusalem, this book will be of great significance to the policy-making community and students and scholars with an interest in Middle East politics, the Israeli-Palestinian conflict and the Middle East peace process
