wissenschaftliche Erkenntnisse über mögliche Gefahren und Risiken, über die Notwendigkeit risikomindernder Maßnahmen und über technische und organisatorische Gestaltungsoptionen beim Einsatz der ISDN-Technik an (Büro-) Arbeitsplätzen zu gewinnen; Anstöße und Diskussionsgrundlagen für einen öffentlichen Dialog zwischen Technikherstellern und -anwendern, Arbeitnehmern und Arbeitgebern sowie Wissenschaftlern und Politikern über die Chancen und Risiken der neuen Informations- und Kommunikationstechniken zu liefern. Die ISDN-Forschungskommission geht von einem breiten Technikverständnis aus. Das diensteintegrierende, digitale Fernmeldenetz wird als ein Bestandteil im Gefüge vernetzter Systeme betrachtet, deren Wirkungen es zu analysieren gilt. Das heißt, es geht nicht nur um die iechnische Seite der digitalen Vermittlung und Übertragung auf der Basis von 64 kbit/s unter Einschluß von DV-Leistungen, sondern gerade um die Einbindung von ISDN-Anwendungen in komplexere soziotechnische Systeme, bei denen organisatorische und soziale Fragen berücksichtigt werden. Ein Schwerpunkt der Arbeit der ISDN-Forschungskommission besteht in der Initiierung von ISDN-Modellanwendungen, zu denen auf Empfehlung der ISDNForschungskommission an das Land NRW und teilweise auch an die DBP-TELEKOM Begleit- und Gestaltungsforschungsprojekte durchgeführt werden. Bei den ISDN-Modellprojekten handelt es sich um ausgewählte inner- sowie überbetriebliche Technikanwendungen in verschiedenen Branchen bzw. Sektoren, wie z.B. mittelständische Handelsunternehmen, Versicherungen, Druck- und Verlagswesen, Krankenhäuser und öffentliche Verwaltungen. Solche innovativen Modellanwendungen müssen sowohl in technischer als auch in organisatorischer Hinsicht offen angelegt sein, so daß Gestaltungsoptionen bestehen
