    Content: Der Begriff des "Warlord" ist im allgemeinen negativ besetzt. So erscheint in der Berichterstattung und in der politikwissenschaftlichen Fachwelt auch der Prozess des staatlichen Aufbaus in Afghanistan ("nation buildung") als am meisten gefährdet durch den immer noch ungebrochenen Einfluss lokaler Machthaber. Verschiedene als "starke Männer", "Warlords", "power broker" oä bezeichnete Akteure, die ihre Macht va aus einer Kombination unterschiedlicher Faktoren wie Stammesloyalitäten, finanzieller Abhängigkeiten oder persönlicher Vernetzung beziehen, prägen nach wie vor die Politik in der afghanischen Provinz, während die Zentralregierung dort eher schwach bis gar nicht wahrgenommen wird. Eine formelle Bestellung solcher Männer zu Gouverneuren erscheint für westliche Beobachter dann zunächst wie eine Kapitulation der schwachen Zentrale vor der Macht der "Warlords" und lässt Afghanistan als "gescheiterten Staat" erscheinen. Die Autorin des vorliegenden Bandes zeichnet jedoch anhand konkreter und detaillierter Beispiele ein wesentlich vielschichtigeres Bild dieses Phänomens. Sie entwickelt eine ausführliche Theorie der sog "Strongman Governance" und untersucht dazu umfassend die Machtgrundlagen und die Politik von Atta Mohammad Noor, Gul Agha Sherzai, Ismail Khan und Juma Khan Hamdard. Demnach profitieren lokale Machthaber und die Zentralregierung gleichermaßen von solchen Arrangements. Dem zum Gouverneur gewandelten "Warlord" helfen die Gelder und die moralische Legitimation der Regierung bei der Festigung und Durchsetzung seiner Herrschaft gegen lokale Konkurrenten. Die Regierung nutzt den vorhandenen Machtapparat des "starken Mannes" vor Ort anstelle der oft gar nicht vorhanden eigenen Strukturen. Im Idealfall benötigen sich beide Seiten gegenseitig und tragen so überhaupt erst zum Aufbau von staatlichen Strukturen in der Fläche bei. Grundlage dieser umfangreichen Arbeit sind persönliche Recherchen der Autorin vor Ort und Interviews mit Gouverneuren, Regierungsbeamten und Einwohnern der betreffenden Regionen.

    Content: When a revolutionary uprising erupted in Syria during the spring of 2011, pockets of local resistance and the nascent institutions therein transformed into clusters of rudimentary participatory politics and service delivery. Despite the collective fatigue induced by the wars in Afghanistan and Iraq, the United States and its allies embarked on an effort to encourage liberal, democratic politics amid the Syrian conflict. As a result, the project of 'good rebel governance' became the latest attempt at Western democracy promotion. This book moves the scholarship on insurgent rule forward by considering how governing authority arises and evolves during violent conflict, and whether particular institutions of insurgent rule can be cultivated through foreign intervention. In so doing, the book theorizes not only about the nature of authoritative rebel governance but also tests the long-standing precepts that have undergirded Western promotion of democracy abroad.

Under certain conditions, some become effective governors on behalf of the state. This provocative argument is based on extensive fieldwork in Afghanistan, where Mukhopadhyay examined warlord-governors who have served as valuable exponents of the Karzai regime in its struggle to assert control over key segments of the countryside. She explores the complex ecosystems that came to constitute provincial political life after 2001 and exposes the rise of 'strongman' governance in two provinces. While this brand of governance falls far short of international expectations, its emergence reflects the reassertion of the Afghan state in material and symbolic terms that deserve our attention.
