Referat für ein Seminar der Military Research Group am 23.3.1993. Nach Beseitigung der Apartheid steht die Sicherheitspolitik Südafrikas vor neuen Bedrohungs-Szenarien. Innenpolitisch rechnet der Verfasser mit einer Bandbreite zwischen der "Namibia-Option" (Stabilität mit niedrigem Gewaltpegel) und der "Savimbi-Option" (Bürgerkrieg). In der Vergangenheit wurde das Militär Südafrikas durch Einsatz im Inneren politisiert und entwickelte den Irrglauben, politische Probleme könnten militärisch gelöst werden. In der Region Südliches Afrika könnte die Sicherheit durch chronische Unterentwicklung, verfehlte Programme der Strukturanpassung, ethnische und andere innerstaatliche Konflikte, AIDS u.ä. erschüttert werden, wogegen eine gemeinsame Sicherheitspolitik im SADC-Rahmen einzusetzen wäre. Möglichkeiten für Abrüstung sieht der Verfasser in einem Verzicht Südafrikas auf Wehrpflicht und in der Verschmelzung bisheriger Streitkräfte der Regierung und der Befreiungsbewegungen. (APAF-Ans)
