Demographische Prozesse - die Migration ebenso wie die natürliche Bevölkerungsbewegung - verändern nicht nur die Bevölkerungszahl von Kommunen, sondern auch deren Bevölkerungsstruktur (Alter, Geschlecht, nationale Zusammensetzung, soziale Merkmale). Das wiederum hat Auswirkungen auf das ökonomische Potential (Erwerbspotential), vor allem aber auch auf das System der sozialen Sicherung. Die Ursachen dieser Prozesse sind überwiegend auf internationaler, nationaler aber auch regionaler Ebene angesiedelt. Die lokale Ebene ist demzufolge mit Folgen konfrontiert, die sie nur zum geringsten Teil selbst verursacht hat. Kommunale Sozialpolitik ist insofern nicht ursachen-, sondern symptombezogen. Ziel des Workshops war es, die Grundlage für eine Diskussion zu bieten, in die die beteiligten Städte ihre Erfahrungen zum Thema Migration einbringen konnten. Die Veröffentlichung enthält die Referate und Diskussionsbeiträge.
