Offiziell existierte Armut in der Zeit des real existierenden Sozialismus in den mittel- und osteuropäischen Staaten nicht. Mit dem Fall der Mauer und den damit einhergehenden ökonomischen, politischen und gesellschaftlichen Reformen änderte sich dies gründlich. Heute ist das Ausmaß an Armut in den 2004 der EU beigetretenen Staaten uneinheitlich. Manche Länder wie z.B. Tschechien weisen im EU-Vergleich niedrige Armutsraten auf, andere wie z.B. Estland kämpfen gegen hohe Armutszahlen an. Der EU gelang es schon seit den 1970er Jahren Armut als Thema auf die europäische Tagesordnung zu setzen und nicht zuletzt durch die offene Methode der Koordinierung fest zu etablieren. Erstmals wird in der vorliegenden Studie für vier mittel- und osteuropäische Länder analysiert, welche nationalen Ansätze der Armutsbekämpfung in den 1990er Jahren und den ersten Jahren dieses Jahrhunderts entwickelt wurden. Lassen sich im Zuge des Beitritts zur EU Tendenzen einer Europäisierung in der Armutsbekämpfung in den Ländern Estland, Tschechien, Ungarn und Polen zeigen? Entsprechend des Aktivierungsansatzes konzentriert sich die Analyse dabei auf die Bereiche Mindestsicherung, aktive Beschäftigungspolitik und soziale Dienste
