Décider de combattre le phénomène, c'est accepter de mettre en oeuvre un arsenal juridique, technologique et humain cohérent. Lutter efficacement contre le phénomène, c'est accepter de déployer, dans la durée, des moyens financiers et matériels au profit des États côtiers et des navigateurs. C'est aussi reconnaître les limites des actions multilatérales de prévention, qu'elles soient politiques ou tactiques. Les actions multilatérales n'ayant que modérément réussi à enrayer le développement du phénomène, le recours à des solutions privées s'est développé : fortification des navires, installation d'équipements de dissuasion non létale et, surtout, embarquement d'équipes armées fournies par des sociétés spécialisées. Cette dernière mesure, efficace comme en témoignent les chiffres et désormais acceptée par de nombreux États, est-elle juridiquement viable et en harmonie avec le droit de la mer ? Doit-elle s'effectuer en dehors du cadre d'intervention de l'État ou bien, à l'inverse, s'inscrire dans une délégation multilatérale de services de protection armée, la sécurité des mers restant une fonction en partage et du ressort exclusif des États ? Des États qui, comme d'autres acteurs (compagnies d'assurances, sociétés de sécurité), semblent trouver un intérêt individuel à lutter contre la piraterie. « La qualité de cet ouvrage, fait de rigueur et de hauteur de vue, préfigure ce que doit devenir l'analyse des problématiques de sûreté des entreprises, c'est-à-dire une tâche rassemblant toutes les compétences par-delà des clivages usés et inaptes à offrir un discours crédible dans le siècle d'une mondialisation aux multiples visages, tantôt enthousiasmants, tantôt inquiétants. » (Extrait de la préface d'Éric Delbecque)
