Anfang 1920 schien es, als ob sich die innerpolitischen Verhältnisse wieder normalisieren würden. Konservativ-reaktionäre Kreise hielten gleichwohl den Zeitpunkt für gekommen, der jungen Republik schon den Todesstoß zu versetzen. Den äußeren Anlaß zum Putsch bildete die geplante Auflösung der in Döberitz bei Berlin stationierten Marine-Brigade Ehrhardt, deren Angehörige aus Existenzangst und Widerwillen vor einer Rückkehr in ein normales bürgerliches Leben entschlossen einem solchen Ansinnen widerstehen wollten. Verbitterte Militärs, erzkonservative Politiker und ostelbische Großagrarier nutzten die ohnehin schon antirepublikanische Stimmung dieser Truppe zur Verfolgung ihrer eigenen politischen Ziele; ihr Repräsentant war der ostpreußische Generallandschaftsdirektor Wolfgang Kapp. Seine und seiner Helfershelfer Hoffnung, daß große Teile der in sich zerrissenen Arbeiterbewegung schließlich doch in ihr Lager überlaufen würden, sollten sich als trügerisch erweisen. Der geschlossene Generalstreik einerseits sowie die fast ausnahmslos loyale Haltung der Ministerialbürokratie zur legalen Regierung andererseits brachten schon am 17. März das Ende des Putsches. Der Generalstreik dauerte allerdings noch sechs Tage länger, ohne daß die Gewerkschaften alle ihre, vor allem politischen, Forderungen durchsetzen konnten. (AUT)
